Begin by steaming carrots until tender. Then add other vegetables and steam until tender. Set aside. In a large skillet heat olive oil and saute onion until tender. Add garlic, stock and cream. Heat and bring to a boil. Stir and continue cooking until sauce has thickened. Cook pasta, drain. Add drained pasta to sauce and toss to coat. Plate and top with steamed vegetables.
