Combine onion bouillon, wine vinegar, dehydrated onion flakes, basil leaves, salt and pepper. Let stand 5 minutes. Add beef; toss lightly to coat. Let stand at room temperature 30 minutes, turning occasionally. Drain. Divide beef cubes evenly on 4 skewers. Broil on rack about 4 inches from heat, 10 minutes, or until cooked throughout. Turn once during broiling. Garnish with parsley sprigs and lemon wedges. Serves 4.
